3. As regards the "imperfect restraint" alleged by Sir Cyprian Bridge I would point out that the matter has not been dealt with by he because the Admiral informed me that he intended to take a legal opinion as to a prosecution. Then, presumably because the legal opinion was adverse the Admiral, by Mr Looker, made his complaint to me in the presence of P. C. 45 and Mr Looker.heard what he had to say. I told Mr Looker that as P. C. 45 was a quiet well behaved man, and as he did not know who the Admiral was, and as I had not the smallest doubt that he had had great provocation from these private ricksha coolies calculated to upset his temper, I could not do more than reprimand him, which would carry two black marks with it. To this Mr Looker replied that the Admiral would not be satis- fied with a reprimand or a light punishment. "In that case" I replied "I am unable to deal with the ease".
